In the early 1980s, Israel Aircraft Industries (IAI) began modifications and upgrades to the Westwind I, naming the resulting aircraft the Westwind II. The new aircraft had improved performance at high altitudes, longer range, and better fuel economy.

The cabin of the Westwind II contains basically the same layout as its predecessor, however the fifth individual seat has been replaced by a refreshment center across from the divan. The Westwind II features an Aircell Iridium Flight Phone, a flattened cabin floor, and two 110v power outlets. Some aircraft include entertainment centers with DVD /CD players and individual headsets.
